inclusive, should be explicitly safeguarded by including suitable provision on the lines of those regulations either in the Bill or in the regulations made under it. This principle was embodied in the 1931 Public Service Regulations of Ceylon in respect of their Public Services Commission.

4.

The text of the relevant Regulations under the Ceylon Public Service Regulations, 1931 is as follows:-

"The Public Services Commission.

"Appointments requiring the approval of the

Secretary of State".

"Appointments in the Public Service to posts in which the initial pensionable or non- pensionable salary of the officer to be appointed will exceed £450 or Rs. 6,750 per annum are subject to the approval of the Secretary of State".

"Impending vacancies should, where possible, be reported in time to enable the Secretary of State to be consulted and his decision to be received by the Governor before the vacancies actually occur".
